Okay, that region is pretty hilly.
You could do in excess of 30mph with plenty of torque with a mid sized geared hub on a bike with 20 inch wheels due to your gearing advantage. a 500w rated motor quickly becomes a 1000w rated motor.
If you want to do it quietly, and are okay with substantially sacrificing rear suspension capability ( due to the high unsprung weight of a DD ) i suggest a 27mm DD, which is typically 750w rated. This will be more like a >1250w rated motor in that wheel.
20 inch full suspension bikes always look like baby motorcycles and appearance is a big problem. If you are going on scavenging missions at occasionally not legal speeds, i'd really recommend putting as high power density of a geared motor that you can find on a 29" or 27.5" wheeled bike so that the end result doesn't scream illegal bike. I'd also pedal it 100% of the time.
