Was wondering if anyone was familiar with twist throttles - ( I see one on ebay that is described as Twist Throttle Cruise Horn Button ) Description says - Function : One Green Button for Cruise/Horn Button. My question is will the cruise work off of the twist throttle it self or will it have to work off of the controller. My controller doesn't have cruise so I want to try to get a throttle with cruise.

The button on the throttle is a just a momentary-closed circuit. (Whatever you connect it to on the controller is what it will control.) - But your controller needs to have the appropriate input leads and programming to do so.
How about a LCD Control Display Panel - would it work the same way, needing appropriate input leads and programming to do so, if so I would have to buy a new controller that would be compatible with twist throttle or LCD Display and I assuming the controller would have to be capable of learning my motor?

LCD panels are generally proprietary to the controller manufacturer. Common example is the "KT" series controllers, that have the ability to use the KT-LCD3 display. The controller needs to have the appropriate input for the display.
Alternatively, more custom controllers (including the "Infineon" and "Xie Chang" controllers) can be wired for a Cycle Analyst, and any CA (V2.4 or V3 variants) can be used to show basic info, and the V3 Displays have some measure of programmable features, but these rely on the CA itself to process the inputs and output an appropriate throttle signal out to the controller.

As far as the controller learning your motor, - Yes and no. - You will probably need to determine the appropriate Phase wire and hall sensor wire match for an aftermarket controller. You can see how to do this here:

Bottom line,, to get the functions you need to buy a set. Controller, display, and throttle.
Sure, you can a la carte buy certain things and make your own set if you know what you are doing, but you have to know they are plug and play with each other.
This is part of what you get when you buy the better quality kits. The parts not only plug and play to each other, but they are actually tuned (programming) to each other. This is beyond mere compatibility.
