Vintage Norco ebike build advice

Hey guys, build two here! Lightweight Norco Beretta from the early 80's I think. All steel frame from my magnet testing! My only worry is the small diameter seat and chain stays and the dropouts. I know dropouts can be strengthened but I'm really worried about the seat and chain stays. I've included some pictures for reference:

I'm planning on running a Nine Continent 2806 @ 48v lipo with a 20a controller from ebikes.ca in the current 27" x 1 1/4" rim and tire combo. This, of course, is up for discussion based on what you guys think about that frame!
 
No problem I can see. Bolt er up, and use one torque arm.

But if you haven't ordered it yet, get a slower motor for 27" wheels. 2808 would be my choice, or 2810 if you have very very steep hills.

2806 will still work of course, but it will be pokey off the line in that wheel size. Eventually get going to 30 mph or more, but I'd rather have quick to 25 myself with a 2808. More efficient on hills and take offs. Enough stop signs, and the 2806 can get pretty hot. Not melty hot, but hot just means you wasted your range.
 
I haven't ordered yet, and that is good advice, 2808 seems like it would be far better suited! Almost no hills around where I ride. 25mph is probably the max speed I'd want anyway with such skinny tires and no suspension.
