Brushed setup - motor turning slow

Hello guys,

so I am trying to build an electric bike using MY1016 24V brushed dc motor and I encountered a problem that I hope you can help me with, since I didn't manage to find solution by myself. For the setup I used following: motor is MY1016 24V 250w that I mentioned above, controller is Yiyun 24V 250W (LB27) that I ordered from ebay, battery is custom built 6S1P 24V li-ion (just for testing in this phase, it works well) and finally thumb throttle also ordered form ebay.

Problem I get is this: when I connect all components together, on full throttle I get only 5V on motor output. What is strange to me is that when motor is not connected I measure a little bit less than 24V on motor output with full throttle. Voltage measured between black and red throttle wires on full throttle is 5V, between red and green is 3.2 V and between black and green 1.8 V. When I connect motor directly to battery it spins nice and fast like it should. So I am wandering what could be the reason of voltage drop from 24V to 5V when motor is connected ?

I have two same Yiyun controllers and on both I have same problem. Outputs on controller: motor, throttle, power locks, charging port, indicator, brake light and brake.

Please excuse me if there is simple obvious solution for this,because I'm still a little bit newbie , and thank you very much for any help and suggestions.

Most correctly-operating throttles run around 0.4-0.8v for "off", up to 4.something volts for "full throttle". If your throttle does not output more than 1.8v, then the controller is only being told to output a bit less than half of the full voltage, at most.

What happens with a different throttle, or with manually putting 4V+ on the controller's throttle input?
 
Yes it measures 0.8 V when 'off', and 1.8 when full throttle is given. By manually putting the voltage you mean giving it 4+ volts where green and black wires go or ?

I thought of this, but it seems they are universal, at least as far as the search on ebay and other sites. I think the controller is one that makes difference there.
They all have same specs in product description, 5V to function and 0.8-4 V on signal wire.
 
I remember having a 36v brushed Aetoma kit and the controller would only work with the throttle that came with it. All my other stuff is all brusheless china thumb or twist throttles and they weren't interchangable for some reason. Not sure tho it was a long time ago
