Looks like the Specialized Tero uses 9-speed chain.
I like Park tools for chain work, I own the CT-3.3:

And the CT-5 mini:
CT-5 Mini Chain Tool
I generally prefer the CT-5 mini.
As far as bulk chain, I would talk to your local bike shop and see if they have, or can get bulk chain.(that you can cut the needed length from)
Most bulk chain spools I have seen on Amazon, Ebay, etc., is 250ft long, and $400+, enough to last a lifetime!

No need for bulk, just buy a few individual chains. They come long so just remove the portion you need to match each cassette.

Yup, and it is super easy to splice two chains for longer than standard lengths.
And if you prefer you can use master links that don't require a tool to install or remove, for easier roadside repair/etc.
