Extreme wobble in front wheel

Hey all.

Was hoping you might be able to look at this video and give me your opinion on what's going on with my wheel.

It has basically always done this since it was built. When put on a trueing stand the wheel looks fine; the wobble only shows up when it's spun up to speed and there is a speed where the wobble resonates and is most pronounced. I thought maybe it was the tire or tube so I removed them to see if it still happened without those.

What do you think, is this a motor thing or something with the rim itself?

Any idea how to address it? I've never had to do this with a bike wheel before.

The video shows up only a few dozen pixels wide, so I can't see what is happening other than some form of side to side shaking that I can't tell if it is the wheel, frame, camera, etc.

If you have side to side wobble that doesn't show up in a truing stand while manually rotating it, does the rim move laterally in the stand if you push or pull it?

Some motors have spacers between the internal axle shoulders and bearings inside the side covers, and these can be missing or insufficiently thick, or the bearings can be damaged.
