How common are irregularities like these for BBSHD rotors?

How concerning are irregularities like these in terms of causing weight imbalance, non-circularity and harmonic flux distortion? One side is smoother than other.

I have seen only one picture with irregularities like these on old rotor version since these irregularities are easier to see mainly from axle side.

It is what it is. These are low cost machines, so they'll never get the love. Maybe you could chuck it up in a lathe and make it look pretty. Though that might cause even more trouble.

Could it be that spare rotors are sold as factory rejects since original rotors seem to be smoother so far but they also suffer from delamination?

These seem to be more like medium cost machines compared to hub motors and cheapest mid-drives.
