I am wanting to hook up these Bluetooth speaker that came out of Hover-1 Alpha. How can this be done?

What do you want them to do? The controller doesn't have any sound output, so connecting speakers won't provide you any information, etc.

Do you know what the voltage input of the speaker is? Sounds like you just need to feed it the proper voltage and you should be good.
You may have to put the speaker back into the alpha scooter and measure the voltage to know. Or perhaps there is a 12v converter that feeds that board, in the alpha scooter.
