I have a plan to make a seat on my scooter with a large spare battery pack inside. Was thinking some kind of briefcase look so I can bring it in to public places to charge. Any idea's for what to make it with?

If it were me, i would think very carefully before doing this.
I dont know where you live ( no location in your profile !) but many citys have trained their police and public area security staff to look for "suspicious" packages or behavior. Carrying around a case full of cells ,wiring, charge leads etc etc, and furtively attempting to connect them to a power point in a public area ( cafe, library, station etc) may just attract the attention of a nervous official, or at worst an anti terrorist unit.. ( As someone who was in Boston last April, i can tell you those armed response guys get places very quickly when alerted !)
Its only a long shot that it might happen, ( possibly getting more likely ?), but if it happened it may not be a pleasant experience !
It may actually be better to make it obviously a battery pack, and be sure to ask permission before plugin it in a public area

yeah but id be only really worried if you had a illegal bicycle,

If you did attract that attention, They find no bomb or anything bad, Be expected to be strip searched and if you have anything that is illegal like a ebike that's putting out more watts than the legal limit, they will try bust you for that, But I guess if you are just charging and not riding, they cant even bust you.

I think if you don't look like some kind of common terrorist, you should be okay in public places...
I remember the days when I had 6 gauge power leads running off my backpack to my controller, It looked suss, But people these days are more accepting and they know its probably a ebike setup

You might get some older folk worried.. not sure..
Just make it as stealth as possible so people don't look at you and make you feel uncomfortable

Something that looks like a briefcase..... hmm

A briefcase?

Seems like the least suspicious-looking bag to charge in a public place would be a laptop bag. But a hard shell briefcase with a computer cord port installed in the outside surface would seem pretty benign too. As would a small ice chest.

In my opinion, Pelican and Halliburton cases seem sort of inherently suspicious, even more so than a backpack or a paper bag. They are both associated with weapons and custom gadgets.

...some shameless self promotion....

...Make it look like an e-bike accessory.
