So as the brake pads wear down, the two disks have to move closer together, otherwise part of your clamping force is lost to bending the disks. It doesn't look like either of them is on a floating mount.
The center pad is replaceable. It is basically 2 pads soldered together back to back. It is held in place by the original bolt that runs through the caliper. It fits into the pad carrier and rotation is fixed but can move freely side to side to compensate for uneven wear and equalize the hydraulic pressure across the two rotors.
