In my experience it depends, many Chinese OEMs will say they have high min order quantities but when you ask they are flexible on those. You will pay more for shipping per motor though as for a smaller quantity you may be shipping via something like DHL and not ordering a container full of them.

They also do not care one bit if you are a "registered business" but having your paperwork in order does help with customs and make sure you ask them to put all that information on the customs form, then watch the tracking carefully and be ready to call the customs department of your shipping to get things straightened out.

Just make sure you are clear on everything and don't assume anything.
