Votol EM-150 only working when plugged into laptop

Like the title says. My throttle is only getting 5v when the motor controller is plugged into the laptop through the USB adapter. I’m assuming it’s getting 5v from the computer directly. What’s confusing to me is the EM-150 is connected to a 21s lifepo4 pack that is fully charged and has a bms on it. Once the usb dongle is plugged into the throttle works, and the siaecosys tool shows the full 68.x voltes. So I’m confused why the throttle appears to need usb for voltage when the controller is clearly getting the full 68 volts. Any advice?

Do you have al the required wiring for the controller, including the keyswitch / ignition / whateverthismanufacturercallsit to the battery positive?

If it's not making 5v, it's probably not gettting battery power to the LVPS.
