I plan on going with this 24" rim from Crystalyte

Do I order the 17" 2.50? tires from shinko?

You can't put a motorcycle tire on a bicycle rim, let alone a 17 inch tire on a 24 inch wheel.
I don't mean to be rude, but is this your first experience with a bicycle?
You might want to do some studying here and think about a simplier build.
That motor\rim is for advanced builders.
Just saying.
 
24 inch bicycle rims are 20 inches in diameter at the bead seat. A tire like the 24 inch version of the CST Cyclops or Schwalbe Big Apple would be appropriate. A 17 inch motorcycle tire only fits on a 17 inch motorcycle rim.

The Crown motor uses proprietary heavy gauge spokes. I would not consider using it unless you are comfortable acquiring your own replacement parts and doing your own wheel repairs as necessary. It's difficult to reckon what advantage it might have over a Crystalyte H series motor for most applications.
