I am fitting a Toseven DM02 at the moment

Should I be applying marine grease (or similar) to the locking collar/M6 bolts etc?

I resisted as I thought I might actually need to apply thread locker if I have any slipping issues?

Generally I go with Loctite if it vibrates or twists, and grease if the fasteners might seize from rust or corrosion (like when there are two different metals). Loctite works like an anti seize, if you apply enough to keep the elements out of the contact surfaces. My brakes always get Loctite.

Fasteners that are right-sized, long enough, tightened securely-- don't come loose. When you glue them in place, they can't let you know they're not tight enough or don't have adequate preload to carry the working load.

There are times when keeping everything more or less assembled is more important than making sure everything works correctly, but that's definitely not everywhere people use threadlocking compound.

I think it depends on your assumptions. When I was dealing with my rack bolts loosening, I nerded out on a bunch of articles about loosening fasteners. Tightening securely works when you mainly have tensile forces to deal with, but for my rack, the transverse vibrations would loosen the nuts no matter how hard they were tightened down. They haven't budged since I added blue Loctite.

I have a couple of sets of Velo Orange metal fenders with leather washers (used to reduce vibration in the fenders). They are guaranteed to come loose unless you use locktite or nyloc nuts. Even with nyloc nuts you have to check them often. But they look great.
