Greentime BMS LED lighting logic? LED on for fully charged?

So I gather that the LEDs come on on the BMS when the cells are fully charged. What about low voltage cutoff?

I had a charger failure last night while testing the BMS. Half the cells became full and the charger quit working. I unplugged it and let the capacitors discharge then plugged it back in then got a pop inside it and no more workie. I tested the plug coming from PACk positive and charger negative on the bms and am reading battery pack voltage. This seems wrong . Can anyone test theirs for me and confirm?
