Motor, Controller, or Throttle Malfunction?

I purchased a Golden Motor 500W/36V DD in about May of last year. The kit came with brake disconnects, throttles with cruise control, and the Magic controller. I've had no issues whatever since setting it up. Yesterday, I noticed that the bike has begun crawling away from a stop. If I take my hand off the brake it begins nudging forward on its own. It is a bear to get to my controller and the wire leads so I haven't yet checked for current but I was wondering if anybody had any suggestions of what I should look for? Has anything like this come up before on Endless Sphere? I tried searching but didn't find anything. Thanks.

Edit: I have read through the controller failure modes descriptions and this doesn't appear to be a failure function.
 
If the throttle has ever gotten wet, it's possible corrosion on the wires or the leads of the hall sensor are conducting a little, and it is giving it enough voltage to cause it to engage.

The same is also possible at the connector end by the controller.

A magnet could have come loose inside the throttle, and it is sitting closer to the hall than before, causing this.

The plastic of the throttle could be worn or cracked, keeping the spring from returning the throttle to zero fully.

The throttle might be sticking before reaching zero; if you gently try to twist it back to zero does it?
 
I'm pretty sure the throttle is returning to the off position but I will double check. The bike has been wet, so maybe it is corrosion? Appreciate the suggestions.
