should i replace my fork for a much taller one?

hi...

i have trek 7300, i'm 6'3 and the frame is 21.5". my current fork is 80 mm which came with ah... the frame :) . inorder to make the riding more upright, i've resorted to using a stem extender and on top of it place an adjustable stem.

i was told it's not exaclty safe, and would be totally unsafe if i were to do mtb riding.

so i figured i may replace it with a larger fork (a 29er), but finding such a suspension fork for v-brakes (as well as tall one) proved impossible so my LBS suggested i would get a stronger hub for a 15mm qr and he would build a disc brake for it, well as stronger spokes. (i get to keep the rim, yay). then i could get a 120mm fork. this would change the angel of the bike, but since that won't matter cause of the re-inforced structure.
now problem is that would only get me around 4cm, which i don't think is enough, should i get a taller fork? is that even possible? is this entire suggestion safe? i have a 1000 watt ecospeed engine, with evfalcon 48 v 14 ah diamon battery in the frame.
 
BMX bars work great for that.

You can use a taller fork, but not too tall. Put much more than 80 mm more than the frame was designed for, and you create a wheeliemobile.

Kinda fun to ride, since you can only steer with the throttle and your ass on the (unicycling) rear wheel, but definitly sketchy. It can be a good excercise to expand your riding skills, but not recomended for permanent use. The learning curve could easily involve road rash of course, or worse.
 
i also considered the possibility that i may have the wrong frame, see, my previous one was 22.5" and i understand from trek tables , that for my height that's the recommended frame, but i had to take 21", so i'm wondering, since the difference in the frames boils down the distance between the seat and the pedals, a larger frame, could make me LOWER the seat and thus allow me to return to a normal handlebar.
