I would have said that 20,000 is 0.016% of 120 million if I believed that figure, but since I recall the 2010 rebuttal that put the figure under 50 million, i'd say the percentage would be higher if all 20 thousand went to the bike owners. That's still small.

4% of the population with electric bikes. That would mean 12 million here. Hmmm.
