High performance in what way, cornering, speed, both?
These really wide tired bikes have extremely poor cornering due to the shape of the tire.. 2.0-2.5" tires are fine for a build that does 60mph.
The particular bike you're mentioning has a pretty small wheelbase and looks like a baby motorcycle. People are more likely to get busted on bikes that look like this.

I'd consider using a downhill bike frame ( usually has a long wheelbase, very stable at speed ) because it doesn't look fast. You are much more likely to get away with a fast bike that doesn't look like a motorcycle... especially if you are pedaling... which the above bike is not setup for ( looks like you can pedal up to 10mph.. )
