CA3 not sending throttle voltage to phaserunner

New install,first time for me. Phaserunner autotune works (spins hub motor), so I know the issue isn't between the phaserunner and the grin all-axle.

I can see on the CA3, the input (4.23) and output (3.64) voltage of the throttle. Brake sensor icon shows brakes aren't on. Phaserunner graph only graphs battery volts, not throttle volts. So it seems that the CA3 is not sending it. Interestingly enough, when I pull a brake lever, the throttle output voltage does not drop to zero as expected. There are no uppercase letter "Flags" on screen 12.

I've tried "Bypass" and "pass-thru" as the throttle mode based on googling what the right settings are.

Also note that I don't have the PAS cable yet, so it's not hooked up.

Any thoughts?
